Their part???

"How could this have happened? Is there such a disconnect on Capitol Hill? This becomes a problem because Wall Street is very uncomfortable with uncertainty," said Gordon Charlop, managing director with Rosenblatt Securities. The bailout not going through sends a signal that Congress isn't willing to do their part," he added."

How could this have happened? Well, let's see... if loans weren't given to everyone and their mother, you wouldn't need to ask Congress for money.

Congress isn't willing to do their part? I'm pretty sure that Congress doesn't have a part in this mess, and if Wall Street hadn't been so greedy (and shareholders had done their part in policing their companies) then you wouldn't need to get "bailed out". The very phrase "bail out" suggests that you in fact are the fuck up. Not Congress.
